Meeting Minutes
The Alabama State Board of Midwifery met on Tuesday, December 19, 2023, to conduct business. Board members present included (1) Ms. Noel Leithart (Chair), (2) Ms. Christine Litas (member), (3) Ms. Laura Reeder (member), and (4) Ms. Layla Brown (member). Mr Chris Megginson (member), Dr. Joyce Loyd-Davis (member), Ms. Stephanie Armstead (member) and Brad Chynoweth (attorney) were absent. Dr. Sharon Porterfield, administrative assistant was also present.
The Board meeting had been advertised on the Secretary of State’s website, in accordance with the Alabama Open Meetings Act. With a quorum of board members present, Ms. Leithart called the meeting to order at 5:07pm.
Ms. Leithart brought forward two applications for licensure. Ms. Reeder moved that the board go to executive session for 10 minutes to discuss the good name and character of the applicant. Ms Litas seconded. Roll call vote: Ms. Litas, aye; Ms. Reeder, aye; Ms. Brown, aye. Motion carries, and the Board moves into executive session at 5:08pm. Since there was no one from the public at the meeting and the executive session was complete, the Board returned to general session at 5:14pm. Ms. Litas moved that LM-0029 and LM-0030 be approved for licensure. Ms. Brown seconded. All were in favor. Ms. Leithart congratulated Kendra Carnley, LM-0029, and Devin Collar, LM-0030.
With no further business to discuss, Ms. Brown made a motion to adjourn. Ms. Litas seconded the motion. It passed unanimously. Ms. Leithart adjourned the meeting at 5:16 pm.
